What are the job/career prospects like for web design and development?

I am considering getting a second bachelor’s degree, this time in web development/web design. I was wondering if this is an extremely tough field to break into and build a stable career. And what skills and languages are necessary to be competitive? Is it preferable to go to an art school or a technical school like DeVry? Thanks!
